That actually depends on how long it takes for you to settle on a design and all of the various components of the design, and then how long it takes for you (or us) to build out all of your site pages.

However, there's no reason your site can't go live almost immediately, and then you just continually add to it while it's live, because the sooner you go live, the sooner Google and the other search engines will start crawling and indexing your website.

And, really, your website will never and should never be considered "complete", because you should always focus on updating your website with current information and keep it fresh with new and interesting content to give your users a reason to keep coming back
